Governance System

Network decision-making process

Note: Planned system. Current network operates with simpler governance while focusing on Cambodia adoption.

Proposal Process

  1. Submit proposal with 100 SEL deposit
  2. Referendum queue (7-day voting)
  3. Simple majority passes (supermajority for critical changes)
  4. Automatic execution

Voting Power

  • 1 SEL = 1 vote
  • Lock tokens for multiplier: 6mo (2x), 1yr (3x), 3yr (6x)

Proposal Types

  • Runtime Upgrades: Change blockchain logic
  • Parameter Changes: Fees, block time
  • Treasury Spending: Grants, infrastructure
  • Emergency Actions: Fast-track security fixes

Council

  • 13 elected members (6-month terms)
  • Can fast-track or veto proposals
  • Elected via approval voting

Technical Committee

  • Expert developers appointed by council
  • Review technical aspects
  • Can fast-track security fixes

Execution

  • 1-day delay after passing
  • Runtime upgrades automatic at block
  • Cancel window for critical bugs

Transparency

  • All proposals visible on-chain
  • Voting records public
  • Discussion on Telegram, X, forum

Failed Proposals

  • Deposit returned unless malicious
  • Can resubmit with modifications
